THE BIG TEN CONSTITUTION
ARTICLE I
NAME
The name of this organization shall be the Big Ten Athletic Conference.
ARTICLE II
PURPOSE
The purpose of this conference is to promote and stimulate scholarship, sportsmanship, more interest in high school athletics by athletes and spectators, and to establish a system of championship selection for the sports this conference sanctions.
ARTICLE III
MEMBERSHIP

|
There are eight schools in this conference. They are: Bridgeport, Grafton, Lewis County, Liberty, Lincoln, Nicholas County, Philip Barbour and Robert C. Byrd |

|
|
Section 2 |
|
Additional schools may be admitted upon a three-fourths vote of all member schools. |
| |
|
|
Section 3 |
|
Members of the Conference shall not hold membership in two conferences. |
| |
|
|
ARTICLE IV
OFFICERS |
| |
|
|
| Section 1 |
|
The officers of this conference shall be an Executive Secretary and a Director, |
| |
|
|
| Section 2 |
|
Executive Secretary |
A. |
|
The executive secretary shall be elected from the principals of the member schools and also shall be the treasurer of the conference.
|
B. |
|
The executive secretary shall have the authority to change the articles or by-laws voted on by conference members to be changed or added to.
|
C. |
|
The executive secretary shall have the authority after polling the member schools principals to resolve issues between/among member schools and make decisions when necessary to resolve such issues.
|
D. |
|
Upon conclusion of the spring meeting, the executive secretary shall make all editorial changes in the conference by-laws from the fall and spring meetings and reprint a new handbook for all member schools by August 1.

E. |
|
May be granted authority to establish deadlines for the admission of forms and fees to the Big Ten Athletic Conference and the Executive Secretary and a penalty fee of $25.00 for failure to comply.

Section 3 |
|
Director |
A. |
|
The Director shall be elected from the athletic directors of the member schools |
| |
|
|
B. |
|
The director's duties shall include the following: |
| |
|
| 1. |
Attend the bi-annual and any special meetings of the conference. |
| 2. |
Communicate with coaches of all sports recognized by the Big Ten and keep accurate records of Big Ten contests. |
| 3. |
Provide press releases for all Conference teams and Coach of the Year. Distribute and collect all data, ballots, etc. necessary to perform this function. He/she shall not release this information until all member schools have completed their season. |
| 4. |
Shall keep confidential all information concerning coaches nominations and votes for conference honors, |
| 5. |
Order all medals, plaques and trophies to be presented to all award winners of Big Ten Conference recognition. |
| 6. |
Assist in setting the two Big Ten dinner meetings (site, menu, rooms for small meetings) to be held at conference schools. |
| 7. |
Work closely with local news media to provide the best coverage for the Big Ten Conference. |
| 8. |
Any other additional duties assigned by the Big Ten Conference. |

| |
|
|
ARTICLE V
DUES AND FEES |
|
|
1. |
The conference dues shall be $250 per year. |
2. |
The conference executive secretary/treasurer shall be paid a stipend of $400 per year. |
3. |
The conference director shall be paid a stipend of $300 per year. |
4. |
In an effort to defray tournament and award costs, each school shall pay a $ 10 fee for each conference sport for which they field a team |
5. |
The minimum fee for radio broadcast of Big Ten contests will be $75.00 |
6. |
The minimum fee for delayed telecasts of Big Ten contests will be $200.00 |

|
|
| The Big Ten Athletic Conference will use the following Dinner Meeting Schedule of schools and sites through Spring of 2008. |

| The fall meeting shall be held on the Sunday after the conclusion of the regular football season. |
| |
|

| The spring meeting shall be held on the Sunday after the conclusion of the regular boy's basketball season. |
| |

|
1. |
|
All conference meetings shall begin with a prayer. |
2. |
|
All proposals voted on at a conference meeting shall be voted by open ballot (show of hands or voice after school name called). The votes shall be tabulated, announced and recorded immediately. |
| |
|
|
| If any school withdraws from the Conference, then the meeting schedule will move to the next school; if any new school is added to the Conference, then their turn will be after the last school has done its turn. (Effective 93-94) |

The affairs of the conference shall be regulated through by-laws passed by a
three-fourths vote of the following: |

One vote per member school by the principal or his/her designated
representative |
| B. |
One consolidated vote by the coaches of a specific sport when the item to
be voted on deals with that sport or one consolidated vote from the
Athletic Directors when the item being voted on affects more than one
sport. |
|
| |
|
|
2. |
|
Resolutions for changes in the by-laws shall be submitted by a member school principal to the executive secretary prior to the meeting at which they are to be acted upon. |
| |
|
|
3. |
|
Roberts Rules of Order shall govern all meetings of the conference consistent with the by-laws or special rules of order of this conference. |

| I. General |
|
|

|
Any sport that has five or more Big Ten Teams participating shall be considered a Big Ten Sport. Each Big Ten sport will have a champion, a Coach of the Year and individual awards. |

|

Schools tying for conference championships shall each receive a championship trophy. |
|
| |
|
|

Presentation of Awards; |

Big Ten championship trophies shall be given out at the
following times:
a. Fall meeting - Football, Soccer and Volleyball
b. Spring Meeting - Boys Basketball and Girls Basketball
c. Summer meeeting-Baseball and Softball |

|
In all sports other than those listed in Item 3-1, all awards will be given out at the Big Ten Tournament |
|

|
|

|
Schools winning Big Ten Championships may purchase medals or trophies for squad members, managers and coaches. The cost of the award should not exceed the cost of a letter and must be purchased by the school. |
| |
|
|

|
Visiting teams shall be permitted to film/tape their game. |
| |
|
|
6.0 |
|
Schools are to send a complete roster of their team (players, cheerleaders, coaches and administrators) to other conference schools at least one prior week to the WVSSAC first scheduled playing date. |

|
All - Conference Teams: The Head Coaches of each sport where a tournament is not held shall meet at the conclusion of the season to nominate and select an all conference team and a coach of the year. If a conference tournament is held the coaches will vote on coach of the year at that time. All conference teams and the coach of the year will be presented to the Executive Secretary and/or Director. |

The executive secretary, director and the head coaches are to keep the all conference teams and coach of the year winners confidential until all teams have completed the WVSSAC tournament series. |

|
The executive secretary and/or director will release all information concerning all conference teams and the coach of the year. |
|
|
|
|

|
Eligibility for Conference Honors |
| |
|
| 8.1 |
|
If a team is ineligible for the Big Ten Conference for three consecutive years, in any sport in which they participate, that school will ineligible for all Big Ten Championships in all sports until they have completed a season in which they are eligible in all sports in which they participate. |
| 8.2 |
|
Any school that openly and blatantly drops another Conference school from their schedule shall forfeit the rights to any Conference Championships and any individual awards in all sports for the remainder of the current school year. If the change hi schedules is hi conflict with the Big Ten Conference By-Law that states mat each school will play all Conference schools in that sport, such school will be excluded as a member of the Big Ten Conference at the end of that school year. Schools that are affected by the schedule change will not be penalized in the Big Ten Conference. |

The school that is next scheduled to host a conference championship may pass on that right to the next school in the rotation. |
| |
|
|

|
At all athletic events between Big Ten Schools, the host school shall honor the visiting schools administration and coaching staffs using the Courtesy and Identification Card following the guidelines of the WVSSAC. |
| |
|
|
11.0 |
|
There shall be a Big Ten Conference logo for all member schools, which may be worn on team warm-ups and uniforms as approved by the National Federation of High Schools Rule Books, athletic correspondence and at playing facilities. |
| |
|
|

|
The athletic director of each member school will do all scheduling for all sports. |
| |
|
| 12.1 |
|
Big Ten Athletic Directors will meet once in November after the regular meeting of the Big Ten and once hi the spring in March after the regular spring meeting of the Big Ten. |

|
At the November meeting, the Athletic Directors will check upcoming winter and spring sport schedules and schedule contests for the following fall. |

|
At the March meeting, the Athletic Directors will check spring and fall athletic schedules and schedule athletic contests for the following winter season. |

|

|
Commissioner's Cup — Traveling Trophy or Plaque |
| |
|
| 13.1 |
|
School with highest finishes involving all sports which have a conference championship will receive the Commissioner's Cup for one year. |
| 13.2 |
|
If a school does not have a team in a particular sport, it will Receive zero points. |
| 13.3 |
|
Points for the Commisioner's Cup in all sports will be totaled as follows: 1st place - 8 points, 2nd place - 7 points, 3rd place - 6 points, 4th place - 5 points, 5th place - 4 points, 6^ place - 3 points, 7th place - 2 points and 8th place - 1 point |

Commissioner's Cup will be presented at the fall meeting based on the performance of previous school year. |

|
Beginning with the fall meeting in 2000, member schools must have a coach, administrator or a school appointed representative in attendance in conference meetings when All-Conference teams are selected. Failure to send a representative forfeits that school's representation on the All-Conference team of that sport and any recognition that school's head coach might receive. |

|
All member schools will schedule all conference schools twice during the regular season - once at home and once away. |
| |
|
|

Conference games are to be scheduled on Mondays, Tuesdays and Thursdays. |
| |
|
|

|
Teams are encouraged to make up all conference games which could involve playing a doubleheader on the second scheduled date |
| |
|
|
4.0 |
|
The Big Ten Champions must have played a minimum of eight games in the conference and must have a winning conference record. |
| |
|
|

|
Conference coaches shall meet the Sunday following the end of the
regular season and vote for the all conference team as well as conference coach of the year. |

|

|
The coaches will provide the names of the conference teams as well as Coach of the Year to the Executive Secretary and/or Director who will release the results to the media. |

|
|
|
| |
Basketball |
| |
|

|
All conference schools must schedule and play each other twice per year unless extenuating weather conditions and county superintendent's decisions prevail, whereby school cancellations have caused all efforts to find a make-up date(s), decided by the home school, fail. Conference make-up games take precedent over non-conference games. At the beginning of each season all member schools must submit a copy of their basketball schedules to the Executive Secretary. |

If a team does not play all member schools twice, they cannot qualify for the Conference Championship and will not have nominations for the All-Conference Team or Coach of the Year unless the extenuating circumstances as defined in 1.0 exist. |

Only the two regularly scheduled home and away games are to be counted in the conference standings. |
| |
|
|
4.0 |
|
The Big Ten Conference Champion will be the team with the best conference record. If two teams tie, their record against each will determine the champion. If they split during the regular season, the teams will be named co-champions. |

Coaches may nominate as many players as they want. |

|
Awards will be presented to top 8 players as 1st team all-conference. A 2nd team all-conference will be named for recognition only. |

Each school hosting a Big Ten Conference game will supply the visiting team with 6 NFHS approved basketballs for pre-game and halftime warm-ups. |

All Big Ten schools shall play their boys and girls varsity and junior varsity games at 7:30 P.M. and 5:45 PM respectively. |
| |
|
|

|
All Big Ten schools with freshmen basketball teams will play a round robin schedule and will participate in the end of year tournament. |

|
|

|
All freshmen games for boys and girls will be scheduled on the same date at the same site. The first game will begin at 6:00 P. M. and the second game will 25 minutes after the end of the first game. If a school has only a girls team or only a boys team, the game will be played at 7:00 P. M. |

|
All JV and freshmen basketball games will abide by the WVSSAC Rule of playing 8 minute quarters. |
| |
|
|

|
Coaches will be limited to cutting 4 officials from the list of officials provided the Mon Valley Assigning Board. |

|

|
| |
Cheerleading |
| |
|
| |
Each school's Cheerleading Head Coach will choose their 3 selections for the Big Ten All-Conference Cheerleading Squad. |
| |
|
|
| |
|
Cross Country |
| |
|

|
The Cross Country championships will be held at the home course of the previous years winner. During the odd years the meet will held at last year's girls team champion and during the even years the boys team champion. |
| |
|
|

|
The top 7 finishers in the Conference Championship Meet will be named All-Conference and will be presented medals. Finishers 8 through 14 will be named 2nd Team All-Conference for recognition only. |
| |
|
|

|
The coaches will vote for the Conference Coach of the Year at the Conference Championships. |
| |
|
|
4.0 |
|
The director of the Conference Championship will submit the names of
the All-Conference team as well as the Coach of the Year to the Executive Secretary and/or Director. |

Football |
| |
|

To qualify for the Conference Championship, a school must compete against all other conference schools during the regular season or as follows |

All AA schools in the conference must compete against all other AA schools in the conference and at least 2 AAA conference schools, |

All AAA s schools in the conference must compete against all
other AAA schools in the conference and at least 2 AA conference schools. |

The Conference Champion will be determined by the following power rating system: |
| |
|

|
Win versus Big Ten opponent will be 10 points. |
| 2.2 |
|
Conference wins by defeated conference opponents will be worth 1 point each. |

Total points will be divided by number of conference games played. |
| 2.4 |
|
School with highest power rating will be declared Conference Champion. |
| 2.5 |
|
If two teams tie with the same power rating, their head to head competition will determine the champion, |
|

In order for a player to qualify for the All-Conference Team, his school must be eligible for the Big Ten Championship. |

The following positions will be considered for the All-Conference Team: Offense: Center (1), Guards (2), Tackles (2), Ends (3), Running Backs (3) and Quarterback (1) Defense: Lineman (3), Ends (2), Linebackers (3) and Backs (4). Additional positions to include: Punter (1) and Kicker (1) |

The All Conference Team will be selected by the following method: |

Each Head Football Coach may nominate 6 players on offense and 6 players on defense as well as 1 punter and 1 kicker. |

Players may be nominated on both offense and defense, but will be selected only one way. |
| 5.3 |
|
Players may be selected as punter and kicker also. |
| 5.4 |
|
Head coaches will meet at the end of the season to discuss nominees. The meeting date will be announced at the Fall Meeting. |

The results will be forward to the Executive Secretary and/or Director for release to the media. |

The Big Ten Golf Tournament shall be held on the Monday of the week preceding the WVSSAC Regional Tournament. Tuesday of that week will the make up date |

The top 8 finishers in the Conference Tournament will be named All-Conference and will be presented medals. Finishers 9 through 16 will be named 2nd Team All-Conference for recognition only. |

|

|
The Big Ten Golfer of the Year shall be the medallist of the Conference Tournament. The tiebreaker will be the top handicap holes from 1 handicap to 18 handicap to determine the by winner by comparing score cards such as in match play. Match each score until a hole is won. |

|
|

|
The tiebreaker for Big Ten Regular Season Matches and Tournament will be: The players with the four lowest scorers from the tied teams to go to a playoff hole which will be announced prior to the match. Players one through four on the tied teams will play each selected playoff hole until a total of 4 scores for a hole can be totaled to determine a winner. If a tie exists after the first playoff hole, then all 4 golfers shall proceed to the next playoff hole, |

The coaches will vote for the Conference Coach of the Year at the Conference Tournament. |

A plaque will be presented to the high point winner for both boys and girls. |

|
The coaches will select a "Coach of the Year" for boys and girls. |

2.5 All awards will be presented at the Big Ten Meet, 11 |

The director of the Big Ten Swim Meet is to supply the Executive Secretary with a list of winners. |

Big Ten swim schedules are to be finalized at the Fall meeting of the Big Ten. |

Tennis |
| |
|

|
The Big Ten shall sponsor a tennis tournament for both boys and girls teams. The arrangements of the tournament will follow the guidelines of the WVSSAC Regional and State Tournaments as closely as possible. |

Medals will be given to each conference champion. |

|
A trophy will be presented to the boys and girls team champion. |

Coaches will select a "Coach of the Year" for both boys and girls |

Conference matches should be played on consecutive Mondays, Tuesdays and Thursdays beginning on Monday of week 39. Teams may, by mutual agreement, alter their assigned dates to allow for spring break and other scheduling conflicts. |

If matches are scheduled manually, they will be played home and home. If only one match is scheduled annually, it will be at alternating sites each year. |

The Big Ten Conference Tennis Tournament may be on school time one day only on a day designated agreeable by the Conference tennis coaches. |

|
| |
|
Track |
| |
|

|
Big Ten Track meets will follow the order of events prescribed by the WVSSAC. |
| |
|
|

|
Big Ten track meets between/among member schools may start as early as 3:30 PM and must be concluded by 10:00 PM on nights before instructional days. |

|
|

|
The Big Ten Track Meet will be held before the regional track meet on a Saturday or Friday evening after 3:30 PM or any non-instructional days at the Big Ten members school facility designated by the host school. |

|

The Big Ten Wrestling Tournament will be a one day event, held the first
week in February and not interfere with the school day. |

The Big Ten Wrestling Tournament Director shall be responsible for the selection of officials, tournament workers and publication of tournament results. Officials and awards are to be paid from the proceeds of the tournament. |

A wrestler must a minimum of four matches in the Big Ten Conference in order to qualify for seeding in the Big Ten Tournament |

Seeding for the Big Ten Wrestling Tournament will follow the National
Federation Rule Book. |

The tournament will be hosted in an alphabetical order among the schools having the sport. Lincoln will host the tournament in the 1987 year. The proceeds will be kept by the host school. Any deficit will be split equally among the participating schools. |

Big Ten Champions will be the Champions of the individual weight classes of the Big Ten Tournament. |
